Preheat the oven to 350°F. Spray a 9-inch-square baking dish with cooking spray.
Cut the bagel halves into 1-inch pieces (you should have 6 to 7 cups) and put them in the prepared baking dish.
Whisk the eggs, cream, half-and-half, and salt in a large bowl until combined. Pour the egg mixture on top of the bagels, gently pressing on the pieces to help cover them with the egg mixture. Using a spoon, dollop bits of cream cheese on top evenly. Bake for 35 to 40 minutes, until the center is set and the edges are golden brown.
Let the casserole cool for at least 10 minutes. Arrange the lox on top and sprinkle with red onion, capers, and dill sprigs. Cut into squares and serve.
