Heat the oven to 500°F and put the rack in the upper third. Line a rimmed baking sheet with parchment or a silicone mat. Halve the onion top to bottom and slice crosswise as thinly as you can manage; separate the slices with your fingers.
Put the flour, cornmeal, baking powder, and 1 teaspoon salt in a food processor. With the machine running, slowly add 6 tablespoons olive oil, then 1 cup warm water. Process until the dough is a smooth, easy-to-handle ball, about 30 seconds. If the dough is too dry, add water 1 tablespoon at a time and process briefly after each addition. In the unlikely event the dough is too wet, add 1 tablespoon flour and pulse a few times.
Gently press the dough into the prepared pan all the way to the edge. Scatter the garlic and onion on top; press down gently. Drizzle the dough with the remaining 3 tablespoons oil and sprinkle with salt and pepper. Bake until the crust is golden and the onion is soft, 10 to 15 minutes. Sprinkle immediately with the cheese, then tear the basil and scatter over the pizza. Cool for 5 minutes before cutting and serving.
